The Kentucky Division of Conservation provided funding for development of the Hinkston Creek Watershed Plan. Water quality monitoring for plan development was conducted by Morehead State University, the Kentucky Division of Water, and the Licking River Watershed Watch group. Analysis of the water quality, topographical, soils, land use, land cover, land management, and other data was conducted by Tetra Tech.

The watershed plan provides a detailed overview of conditions in the Hinkston Creek drainage area, especially those that affect water quality—such as sewage treatment operations, development patterns, agricultural practices, and other conditions. The plan identifies key stream pollutants, likely sources, and the management practices needed to reduce pollutant discharges and pollutant runoff.
